All applications for admission to nursery, reception and secondary schools, transfers and appeals are processed by Blaenau Gwent County Borough Council.

When can my child start reception?

Children are eligible for admission into Reception at the start of the school year in which their 5th birthday falls (i.e. if your child is 5 between the 1st September 2018 and 31st August 2019 they are entitled to a reception place in September 2019). Children are not legally required to attend school until the start of the school term following their 5th birthday.

Do I need to submit an application for my child?

Yes. Only applications received by the published closing date, with relevant supporting evidence, will be considered in the initial round of allocations of pupils to schools. Forms received after this date, or incomplete forms, may result in a child being refused a place at their chosen primary school.

My child is currently in Nursery and would like to stay in the same school, do I need to submit an application form?

If your child is currently attending the nursery setting of your chosen school, an application form will need to be submitted as attendance at the nursery setting will not guarantee admission into reception at that school.

What happens if my child is refused a place at their chosen school?

In the majority of cases children are offered places at their first choice of school. If your child is unable to gain admission at the first choice then you will need to decide whether you are willing to accept a place offered at a different school, or whether you wish to appeal the decision at an Independent Appeal Panel. This panel will judge whether the school is full and, should that be the case, whether the parents’ application is so strong that the child should be offered a place.

When can my child start Secondary School?

Children transfer from primary school to secondary school at the beginning of the school year following their 11th birthday (i.e. if your child is 11 between the 1st September 2018 and 31st August 2019 they would be entitled to a secondary school place in September 2019).

When can my child start Nursery?

All children living in Blaenau Gwent are entitled to a free part-time education place at the start of the term following their 3rd birthday (e.g. if your child in 3 years of age on the 16th December 2018, they would be entitled to a nursery place from January 2019). This is commonly referred to as a ‘Rising 3’ place. Admission to nursery settings is usually on a part-time/ half-day basis for five days per week.

Admissions Policy

Students within the catchment areas will be offered a place, subject to the admission number not being breached.  In such instances, places will be allocated in accordance with the Authority’s over subscription criteria as follows:

  • Looked After Children will also be admitted to a chosen school outside of the normal admission round. The admission cannot be refused unless doing so would seriously prejudice the proposition of efficient education or the efficient use of resources.
  • Student’s resident within the school’s designated catchment area.
  • Children recommended for admission on medical grounds, supported by a Medical Officer or psychological or special educational needs reasons. These must be confirmed by the LEA’s professional advisers.
  • Children who have older siblings (brothers or sisters) living at the same household attending the school at the date of admission will be admitted in preference to those who do not;
  • Where there is more than one case as in (ii), priority to be assessed on the basis of those children closest in age to the elder siblings already at the school at the date of admission;
  • After taking account of categories (i) to (iv), priority will be based on closeness to the school, measured by nearest available walking route. This will be measured on the Authority’s GIS (Geographical Information System) database;
  • Should admission to a school not be possible due to class size or other requirements, transport will be provided to the next nearest school with available places (subject to distance limits)
  • When considering whether a child lives in a school’s catchment area, the address considered is that of the parent or legal guardian, irrespective of a family’s domestic arrangements, i.e. the address of another relative or child minder etc. must not be given. In certain cases it may be necessary to provide evidence relating to the child/ren in question, to show the home address of the child/ren.
  • Subject to class size and other requirements, students resident outside the school’s catchment area will be admitted if the admissions number of the school has not been exceeded. In the event of over- subscription from outside the catchment area of the school, the sub-criteria described at (i) – above will be applied to prioritise admissions.
